Nowadays microcontroller circuits that cannot be connected to a PC are hopelessly old-fashioned. One option is to use one of the many types of ready-made USB to serial interface converters to outfit a microcontroller circuit with a MAX232 level converter. However, in some cases it is not so easy to retrofit a level converter if the circuit is already fitted in an enclosure.
