Four panelists discussed the Wassenaar Arrangement: an international framework detailing export controls on weapon technology. In 2013 surveillance technology and intrusion software were introduced into the framework. The formulation of the text - which is at the same time vague and far-reaching - could have extreme consequences for IT security researchers. In one interpretation it could mean a researcher with certain knowledge can't cross a border because she would be exporting a controlled technology.
