The software, which I have been using for more than 20 years, is, but the USB interface is unaffordable for the small wallet.
Depending on the application, what is needed for that, you can choose a 16-bit/48kHz card up to a 24-bit/192kHz model.
For example, the same supplier offers the behringer_ucontrol_uca_202 (€ 19.30) and behringer_u_phoria_umc202hd (€ 59) as very good interfaces, they are considerably cheaper.
This makes a real low-cost solution possible that will suffice in many cases.
